windows will get stuck if I don't go to BIOS UEFI (F2)

So I tried turning off ULPS from AMD, then after I turned it off I immediately restarted the laptop, and since then Windows stuck happened, every time I restarted it would definitely get stuck when loading, but when I opened BIOS F2 then returned to Windows, it didn't cause a stuck and I was still able to open windows as usual, then I immediately turned ULPS back on, and I tried restarting again to see if it was still stuck, and the answer was yes, even though I had turned on ULPS the stuck still happened and I didn't know what to do, I've searched tutorials on YouTube but none of them are the same as mine, so now I have to type F2 quickly every time I want to use my laptop so it doesn't get stuck at the Windows logo, is there a solution? and I've reset Windows, and I reset my entire hard disk too, and it still happens.

    Rather than a reset, have you tried to clean install Windows from a bootable USB,

    The problem is with the AMD ULPS, I have tried resetting it via Regedit but it doesn't work, the solution is to completely reset the AMD driver but how do I do it?

    of course, I have 1 bootable USB and have downloaded the official one from Microsoft via cellphone, and made the USB bootable using my father's laptop, and you already know I've tried to reset this laptop many times, but it only really succeeded in resetting twice and still it still happens, and I found out that the crash wouldn't happen if when the laptop was on, I removed the RAM, then I put it back in, and when I turned it back on there was no such thing as a crash when loading and I didn't have to open the BIOS first, but If the power is turned off and then turned back on, the crash will return.

    Wen you say Reset, did you wipe the drive and clean install Windows from that bootable USB and the same problem is happening?

    yeah, as usual I opened the bios, carried out Windows installation procedures such as selecting a disk, deleting all data or saving my data and so on, so I decided that I would delete all the data on disk C, because I thought the problem would be solved if everything was deleted.
