windows will get stuck if I don't go to BIOS UEFI (F2)

So I tried turning off ULPS from AMD, then after I turned it off I immediately restarted the laptop, and since then Windows stuck happened, every time I restarted it would definitely get stuck when loading, but when I opened BIOS F2 then returned to Windows, it didn't cause a stuck and I was still able to open windows as usual, then I immediately turned ULPS back on, and I tried restarting again to see if it was still stuck, and the answer was yes, even though I had turned on ULPS the stuck still happened and I didn't know what to do, I've searched tutorials on YouTube but none of them are the same as mine, so now I have to type F2 quickly every time I want to use my laptop so it doesn't get stuck at the Windows logo, is there a solution? and I've reset Windows, and I reset my entire hard disk too, and it still happens.

    Start your PC, just as Windows attempts to load (spinning dots), press and hold Power Button for 5 - 10 seconds to perform a Hard Shut Down

    Do this twice

    On the third start Windows will boot into the Recovery Environment and from there you can access System Repair, Safe Mode, Command Prompt... etc.

    Please try each option one at a time, then see of Windows will boot normally.

    Go to Troubleshoot - Advanced Option - Startup Repair

    See if Windows startup can repair itself

    Go to Troubleshoot - Advanced Option - System Restore

    Check to see if you have a restore point you can go back to

    I'll try, and I'll let you know if there's any progress, and one more thing, even though I've reinstalled Windows, the Windows recovery environment is still there, and after I exit BIOS I will definitely be given 5 seconds to choose to enter Windows 10 or WRE

    If you can get into Windows, we can solve that problem

    Click your Start Button, then just type msconfig and press Enter, then select the Boot tab on the resulting utility.

    Please provide a screenshot of that Boot tab.

    I tried the system restore solution and it still didn't work, so after system restore didn't work I immediately reset my laptop completely, and the first solution was stuck at the loading section With the words preparing auto repair
