I do face the Same. nothing changes even after updating to the latest version; 2023-09 Update for Windows 11 Version 22H2 for x64-based Systems (KB5030323) copilot is not available to me too.
I installed KB5030310 update and Copilot is not showing

I have installed the update that became available today called "2023-09 Cumulative Update Preview for Windows 11 Version 22H2 for x64-based Systems (KB5030310)" and this did not give me the Microsoft Copilot function. Nothing happens when pressing WIN-C and I can't find settings for this function anywhere.
So what I did is join the Windows Insider Program (Dev channel) and got the latest update so I'm now running Windows 11 version 23H OS build 22631.2361 and I still don't see Windows Copilot function. Am I missing something?
