I´m having exactly the same problem for weeks now.
I already tried the fix that was posted here.
It seems to only be this one update. Other updates like Defender signatures and stuff go through.

Why does Windows update 2023-09 Cumulative Update Preview for Windows 11 Version 22H2 for x64-based Systems (KB5030310) fail to install when it's not for my co-workers? All other updates are downloaded and installed with no problem. I believe this is the Pre-CoPilot update that I have been waiting for. Install error Install error - 0x80070002.

I guess it's one of these times when MS screwed up their update and try to blame users for their failures.I think, we just need to patiently wait for another update that will have fix for this one.
