Explorer.exe keeps crashing when I right click in a window or on the desktop. This seemed to start happening randomly and not after a Windows update or anything in particular.
I have tried the following:
-Disabled antivirus
-Disabled context menu's using ShellExView
-Booting into safemode
-Updating Windows
-Reinstalling the graphics driver
-sfcscan
-DISM repair
-Clear file explorer history
-Disable credential Guard in regedit
The same problem continues to happen, even in safemode.

I just fixed the issue without the need to run a repair.
I used the following command to disable the new context menu.
reg.exe add "HKCU\Software\Classes\CLSID{86ca1aa0-34aa-4e8b-a509-50c905bae2a2}\InprocServer32" /f /ve
The problem is now resolved.
My W11 came from Microsoft and I have tried 2 fresh install.
If you look at multiple tech boards this is a common issue. I have tried safe boot, still happens.

One has to ask in this case where the Windows copy came from. Was it freshly downloaded from the MS site or from a DVD etc. And then, were all the settings etc backed up and restored? It makes no sense that a fresh install from MS would come stock with a problem with right clicking. It's nothing I've heard of before. If it really is a fresh install with nothing restored at all, I'd look at a driver being the culprit. Roll back to an older graphics driver for example, or just for testing purposes, no Nvidia/AMD drivers at all and just the basic VGA driver to see if the problem persists.
In my case the Windows Pro 11 was installed by the PC vendor, and the problem wasn't there right away, it did not start until some months after. Also, since the crash is in shell32.dll it seems unlikely IMO that a graphics driver is the culprit. Does a graphics driver care or even know the right mouse button is clicked, or how many files are selected at that moment ?
Then again, nothing should be ruled out in weird and intractable cases like this ...
It was a totally fresh install from Microsoft and I didn’t use back up.
Will certainly check if all ok before installing AMD GPU drivers when I do my Windows 10 and 11 test installs.

When I was researching a solution to the fix I don't recall seeing anything about it being a problem on fresh installs.
For testing purposes, see if you can install a virtual machine using the same Windows 11 and see if the virtual machine has the same problem
