When i try sign out or remove device and try to sign out the built in administrator account it wont let me. On the built in admin i cant sign out of my microsoft account: How do i do it

The problem you have is you got Microsoft Support to remove the account and that was done wrong, it should have simply been removed from the Your Info settings page, not the registry, that is why I am saying the best option is to create a new account and move your data to that account.
But also what I have also been saying is if your PC gets logged into a school on Azure AD you need that Microsoft Account on your PC.
look if i can sign out of the account tell me otherwise I really don't think there is a point in making another account it will mess up the system and I might of already
There is no built-in Local Account in Windows, there is a built in Administrator account that is used for troubleshooting but should not be used as a normal account.
All you have to do is create a new user account s Administrator and do not ad Microsoft Account details.
if i make a new account can I make it a built in local administrator account like the default one with every computer?
How many user accounts are on your PC and is that a private PC?
