I sent a comment under your feedback forum. I was thinking of solving the same problem. Hope that Microsoft takes it under consideration.

Disable "iPhone, iPad, or Android device" option for Passkey Sign-in
As of recent builds of Win 11, when prompted to use a security key, the following prompt appears:
It's insanely annoying to have to manually select Security Key every time, and I want to completely get rid of the iPhone, iPad, or Android device option. There is no intuitive way to do this through the Settings app.
How. The. Hell. Do. I. Turn. It. Off.

2023-11-10T21:14:16+00:00 Following this thread -- trying to figure out how to make it un-difficult to use passkeys again.
One of my browser extensions did this last week, too -- started intercepting every passkey request. This has been an awful week for those that already transitioned.

In that case, then no, the website will not be listed in the passkey section. And also there's no way to default the security key over the passkey. I am afraid this is something that will have to go to Feedback hub (Windows +F).
