Power & battery settings in Windows 11 won't open

The power & battery settings won't open when going to Settings >System > power & battery. The same thing happens when I right click the battery icon (power & sleep settings) in the sys tray.

    my laptop has not been charging for a month. I don't know but it seen always 0 percent what should I have to? so that my laptop starts charging again. it is a huge problem because if I want to use my laptop I have to keep my laptop on charging that take so many energy...
