How to fix?

The "fix", as stated above a few times, is to use a third-party program, such as 7-Zip, Bandizip, WinRAR, etc.

For me it was WinRAR that fixed this. I did follow the video to run system checks and they all completed fine but didn't fix the issue. So it seems to me that the problem is related to how Windows processes the file ... basically due to application failure. Worth noting that I hit this problem with a RAR file that I tried opening with standard Windows File Explorer and 7-ZIP (both of which support RAR files) but only when I ran WinRAR (the free version) did the file unpack ok.

So I'd try different apps before rebuilding your pc!

***EDIT*** my compressed file was password protected. Danilo Jonic posted below that his issue was also with a password-protected file so maybe that's the pattern?

I had the same error using windows built-in one. Using winrar, archive asked for password (which it should) and after that it worked fine. So maybe your archive has a password, I recommend trying a different program for extracting.
