How to fix?
The "fix", as stated above a few times, is to use a third-party program, such as 7-Zip, Bandizip, WinRAR, etc.
For me it was WinRAR that fixed this. I did follow the video to run system checks and they all completed fine but didn't fix the issue. So it seems to me that the problem is related to how Windows processes the file ... basically due to application failure. Worth noting that I hit this problem with a RAR file that I tried opening with standard Windows File Explorer and 7-ZIP (both of which support RAR files) but only when I ran WinRAR (the free version) did the file unpack ok.
So I'd try different apps before rebuilding your pc!
***EDIT*** my compressed file was password protected. Danilo Jonic posted below that his issue was also with a password-protected file so maybe that's the pattern?
I got this same error and tried to repair my files using the command center on the computer. It said it successfully repaired files but the error continues to pop up. I'm confused as to what to do. The file is is a package file, which usually has no trouble whatsoever. But for some reason, this specific file won't move folders and I can't put it in where it needs to go because of this. AKA, the mod I'm downloading won't work.
I have tried Winrar and 7zip but both require paying and I don't have the money for it.
I'm trying to extract a file for a Game, but it's doesn't work :(
