I've tried the recommended steps for creating then setting the value for WindowsCopilot to 1, but the AI functions still return.

If I'm paying for an operating system and I'm forced into being a guinea pig for Co-pilot then it's time to transition to Linux. I do not willing consent to have my data stolen by Microsoft only to be sold. Bill Gates famously complained about people stealing his software in his, "Open Letter." Now his company is doing the same thing and I don't find the irony amusing.

I would love to switch to a Linux distro, but the applications that my clients need to use aren't supported on that platform. We are held hostage by this. I think that Microsoft just needs to provide an option for turning it off on Pro or Enterprise licenses. I wonder if it will change when someone's information is compromised by this and a class action lawsuit is filed...
Bottom line...the only way to fight it is to stop buying it. There are so many things "shoved down our throats" that we don't like or agree with, yet we continue to buy the items that do this.
