Windows Spotlight suddenly decided to use Thai language instead of my system setting (US English). How to fix this?

Windows Spotlight suddenly decided to use Thai language instead of my system setting (US English). How to fix this?
After login, all language/region settings seem fine.

None of the solutions that were suggested here are working:
- using intl.cpl to copy locale language settings to lock screen and rebooting does nothing
- clicking on "I'm not a fan" option doesn't change the picture, but it changes language to some other, that is now not even in latinic
- changing lock screen to picture and then back to Spotlight changes nothing
Kinda annoying.
