Windows has software to stress test drivers and potentially identify misbehaving drivers.
Windows does not have any method to stress test hardware to potentially identify malfunctioning hardware. Windows has memory testing but it almost always displays pass.
For hardware there are software stress tests that often display pass when there is a malfunctioning component. These are false negatives.
For possible malfunctioning hardware it's best to have computers troubleshooted at their manufacturer or local computer store.
If you're comfortable inside computers and have parts for swap testing that is an additional option.
