I managed to solve it.
Set temporarily the Country or region option to United States, then restart Microsoft Store. PC Manager should then appear.

I'm using Windows 10 Version 22H2, Build 19045.4046, but Microsoft PC Manager is not available in the Windows Store.
Can you tell me if the Microsoft PC Manager will be available for this version?

9 months later and still not available.
Open Settings → Time and Language → Region → Country. Set it to United States.

To workaround the issue, open Settings and temporarily change the country to “United States.”
