Whenever I turn off the "Show news and interests on the taskbar" setting, it eventually turns itself back on. While it is off, it works properly, disappearing from my taskbar. But then around 10 minutes later, it reappears on my taskbar with the setting being turned back on.

That method suppresses the News and Weather display on the taskbar and prevents it from communicating with with Net. However, it does not kill the background processes nor does it prevent them from loading each time Windows is started.
A Band-Aid at best. May be sufficient for some but is not a 100% solution. Perhaps those days are behind us...
