I have same issue. Unable to make Taskbar smaller. Registry update with "TaskbarSi" DOES NOT work anymore. This chap you had been talking to is useless, I am glad he did not recommend you to re-install Windows :-).
No solution so far has been found.

I'd like to be able to resize the Taskbar so that the Icons wrap around and show on two lines - as in Windows 10.
Microsoft must be aware by now that this is an issue affecting users!
This is my issue too. I just want the taskbar to be two rows high. Windows 10 allowed me to do this by simply dragging the top edge of the taskbar up. Why would Microsoft take away that functionality?
it was the same with the "Notify when Available" function - but they have now brought that back.... hopefully they'll do the same - I have so many icons all the time - I really need to have the two rows to easily find and access the one I need
