Looks like MS finally listened. An update is forthcoming which will add the option to remove a device from Phone Link:

Call me paranoid, but I think it's timely to reflect that Microsoft might approach this in such a way that even though we can already remove our old devices from the Phone Link registry, Microsoft would still retain that registry for its own interests. In other words, it is possible that they could create the illusion that we have control over our data, while Microsoft retains it regardless of whether we see it appear in the registry. And of course, this also extends to other areas of the entire Microsoft ecosystem where our data interacts with them.

Exactly me too the same. MS needs to fix this security loop hole. I added feedback on my Windows 11 PC as well.

If you don't fix this, and by extension won't allow people to remove their old devices (like used to be possible long ago), don't you allow a security risk to exist?

EDIT: Not a reply to Viscott really.

I am on a NEW Galaxy S25+ and the old S24+ cannot be removed from MS Phone Link. PERIOD!

    • I removed and disconnected the MS Phone Link from the S24+
    • I tried installing the old version of MS Phone Link and the S24+ was not listed to be removed. The S25+ was the only device listed.
    • I upgraded to the latest version of MS Phone Link 1.24121.855.0 and both the S24+ and S25+ are listed again.

How hard would it be to have a "Remove device from MS Phone Link" as an option on a previously connected devices?

Microsoft fix your software! Seriously, this is a common need that should be available. People change devices all the time. Phones may or may not be available to use if the old version has been sold or traded in.
