Having the same issue.

OMG i checked to see if i could remove my devices and all of them are gone except the one i use! Where did the others go?!??! So they just went into my account and deleted them for me? or?? where did they all go? what if i wanted to keep one active? this is infuriating. i think i am definitely switching all my stuff to huawei and linux os. i dont trust these companies anymore
I just found a solution that worked for me in Android., but need to have access to your old phone
in your "old phone" Search for "link to windows" app, open it... and go to "linked account", and select "sign out and unlink account"
Then logout of the Phone Link app in windows, and login back, the old device will be gone.
Doesn't work.
If you install the older app version, it will not have any of your previous devices at all listed - you first need to add them, in order to remove them (which defeats the purpose anyway).
And as this thread is about being unable to remove old devices no longer owned by the user, then clearly we cannot first add these old devices, as we do not have them any more.
Conversely, as soon as you update the app to the newest version, all of the old devices appear back in the list anyway.
I found the same. It looks like you can add the other phones in that version and then remove them. I don't have access to those phones to add them again though and as such I still have no option to remove.
