I have the same problem, but worse. The computer froze at "Restarting" and wouldn't do anything. Now all I have is the Dell logo and a spinning circle.
Unable to install Windows 11 Update Version 23H2 (KB5036980)
I've been repeatedly trying to install this update, but each time I try to launch the update, it will suddenly stop at 96% and tell me there was something wrong with the install and my PC files would return to the previous "un-updated" state.
I've tried every method I could easily find online (Removing all non-essential hardware, did clean boot into Windows, et cetera.), but none of them fixed the isue and I'm suspecting it's a deeper, less common issue.

- Download Windows 11 Media Creation Tool (MCT) from this link:
https://go.microsoft.com/fwlink/?linkid=2156295
- Run MCT and download the ISO it recommends for your system. Do *not* uncheck "Use the recommended options for this PC".
- Right-click on the downloaded ISO and choose "Mount." This assigns the ISO a drive letter.
- Run setup.exe from the ISO drive. This starts the in-place upgrade/repair installation.
(Your files, settings and applications will be preserved if you use the ISO recommended for your system by the Media Creation Tool.)
