My computer will not download the latest windows update.

In my settings it says that the 2024-07 Cumulative Update for Windows 11 Version 23H2 for x64-based Systems (KB5040442) and the 2024-07 Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows 11, version 23H2 for x64 (KB5039895) is ready to be downloaded and installed but as I proceed with the update it keeps saying there was an error and the update will not install. I have tried restarting my PC and looking in my bios to find a problem but my troubleshooting has not worked.

    I can't proceed with the update because the option 'Keep personal files and apps' is not available -- the option is disabled:

    This happens if you use a different language ISO [e.g., English (United States) instead of English (International), or vice versa]

    Use the Media Creation Tool to download the ISO it recommends for your system.

    Download Windows 11 Media Creation Tool (MCT) from this link:

    https://go.microsoft.com/fwlink/?linkid=2156295

    Run MCT and download the ISO.

    This method doesn't work either -- at point 4 I get to the Update screen, but it doesn't "start downloading a repair version of the last operating system update that was successfully installed on your PC" -- it just tries to download the same update files again, and fails again with the same error messages.
