In my settings it says that the 2024-07 Cumulative Update for Windows 11 Version 23H2 for x64-based Systems (KB5040442) and the 2024-07 Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows 11, version 23H2 for x64 (KB5039895) is ready to be downloaded and installed but as I proceed with the update it keeps saying there was an error and the update will not install. I have tried restarting my PC and looking in my bios to find a problem but my troubleshooting has not worked.

Ok, try the MCT anyway. Use the ISO it recommends for your system. Don't choose the language manually.
If the Keep files option is still grayed out, share the following setup log file on OneDrive (or any other host) and post the link here:

My system is set to English (United Kingdom), which isn't available as an option in the download options, so I picked English International (and there's no such thing as 'English International' in my system Language options):

As per the message below --
This method doesn't work either -- at point 4 I get to the Update screen, but it doesn't "start downloading a repair version of the last operating system update that was successfully installed on your PC" -- it just tries to download the same update files again, and fails again with the same error messages.
