Windows update failed (Install error 0x800703f1)

So ive had this problem for a long time now.. Windows update will not install and my firewall will not turn on (grayed out). I did a scan in the CMD and it says there is missing or corrupted files. I tried to do a ton of fixes on it an nothing is working. Also my firewall says "update your firewall settings but when i try to click on the use recommended setting its shoots me another error code (0x8007045b). I have a feeling that those 2 problems are connected can anyone help me?

Note: Ive also tried these in the powershell but that didnt work either.

net stop wuauserv
net stop cryptSvc
net stop bits
net stop msiserver
Ren C:\Windows\SoftwareDistribution SoftwareDistribution.old
Ren C:\Windows\System32\catroot2 Catroot2.old
net start wuauserv
net start cryptSvc
net start bits
net start msiserver

    Please do the following:

    • Open the folder "C:\Windows\System32\Config"
    • In the above folder, rename "DRIVERS" to "DRIVERS.OLD"
    • Download DRIVERS (인태리나).zip
    • Unzip and extract the file "DRIVERS" to the desktop.
    • Move "DRIVERS" from your desktop to "C:\Windows\System32\Config".
    • Restart Windows.

    See if you can install updates now.

    • "C:\Windows\System32\Config" 폴더를 엽니다.
    • 위 폴더에서 " DRIVERS "를 " DRIVERS.OLD " 로 이름을 바꾸세요.
    • D ownload  DRIVERS (인태리나).zip
    • " DRIVERS " 파일을 압축 해제하여 바탕 화면에 추출합니다.
    • 바탕 화면에서 " DRIVERS "를 "C:\Windows\System32\Config"로 이동합니다.
    • Windows를 다시 시작합니다.

    지금 업데이트를 설치할 수 있는지 확인해 보세요.

    im having this problem to but it says its drivers C:\Windows\System32>reg load HKLM\DRIVERS c:\windows\system32\config\drivers

    ERROR: The configuration registry database is corrupt can anyone help me
