Windows update failed (Install error 0x800703f1)

So ive had this problem for a long time now.. Windows update will not install and my firewall will not turn on (grayed out). I did a scan in the CMD and it says there is missing or corrupted files. I tried to do a ton of fixes on it an nothing is working. Also my firewall says "update your firewall settings but when i try to click on the use recommended setting its shoots me another error code (0x8007045b). I have a feeling that those 2 problems are connected can anyone help me?

Note: Ive also tried these in the powershell but that didnt work either.

net stop bits
net stop msiserver

    ich versuche mehr als einem Monat KB5053606) zu installieren und scheitert offensichtlich daran, dass bei mehreren Treibern: NVIDIA - Display - 5/9/2017 12:00:00 AM - 22.21.13.8216, Broadcom - Net - 11/22/2016 12:00:00 AM - 7.35.352.0 der Downloadfehler - 0x800703f1 auftritt. Zusätzlicher Fehler für: Apple, Inc. - USBDevice - 538.0.0.0 download ok, wird aber nicht installiert.

    Ich habe schon sehr viele Lösungsvorschläge laut Internet bzw. Microsoft Homepage versucht. Leider habe ich dabei auch Windows Systemdrucker wie Print to pdf manuell deinstalliert und lassen sich nicht mehr aktivieren. Ich bitte um Hilfe.

    It seems you are saving the day for many people.

    0x80070003 is a different issue. The CBS logs need to be checked.

    If this is for Windows Server, I'd suggest posting this in the Q&A forum. https://learn.microsoft.com/en-us/answers/questions/

    To collect the CBS logs, please open admin PowerShell and run:

    Compress-Archive C:\Windows\Logs\CBS -f (join-path ([environment]::GetFolderPath('Desktop')) \CBS.zip)

    This creates a file named CBS.zip on your desktop. Share it on OneDrive and post the link in the Q&A thread you create.

    thank you for the quick help

    both of the computers can now load the drivers hive, but windows updates doesn't work yet fully

    on one of the computer a .net update have updated, but a Cumulative Update for Windows Server 2019 haven't

    on the other computer neither one can update

    error code is the same:

    0x80070003
