Occasional BSODs on a newly built gaming PC. Need help solving the issue.

I have been getting occasional BSODs on a newly built PC, with the computer slowing down and losing fps before crashing. Normally, the computer instantly restarts after crashing, but the past two times it has crashed, it remained on the BSOD screen, allowing me to see the stop code. The first was DRIVER IQRL NOT LESS OR EQUAL, and the second was DPC WATCHDOG VIOLATION. I have run memtest86+ on my computer for over 7 hours and it passed 9 times without any errors. There is also nothing in my C:\Windows\Minidump folder, which I checked after the most recent crash.

    Copy the file and paste it into another folder to be able to open the file or zip it.

    After using both commands, the driver verifier is disabled when you restart the computer.

    Actually, scratch what I just said. This setting is on, but it did not affect me after all.

    A summary of what happened:

    Enabled driver verifier, restarted, after one BSOD, restarted computer and was prompted to go to a restore point, but hit cancel instead, entered safe mode, enter the two lines in command prompt, restarted computer, and now there is finally something in the C:\Windows\Minidump folder.

    Upon opening it, it automatically opens in WinDbg, but it says:

    "The debugging session could not be started: Access to the path "C:\Windows\Minidump\081024-22312-01.dmp" is denied."

    So,

    1. What do I do now?
    2. Is driver verifier disabled after entered the two lines in command prompt in safe mode and restarting my system?

    Press the Windows Key + R

    Type SystemPropertiesAdvanced.exe and press Enter.

    Click on Settings under Startup and Recovery.

    Uncheck Automatically restart.

    Sorry, I think I will need additional help with the whole driver verifier process. I have just set up and run driver verifier. Upon the first restart, my computer is on the BSOD. It restarts, but when it gets to 100% complete, the computer does not automatically restart. What should I do? I remember adjust some settings that stopped the BSOD from restarting automatically in order to let me see future error codes, but that may be stopping it from working now. Do you know where this setting is located?
