Problem after update

After an update on 15 August (I think), one of the users (admin) gets a recurring screen (http://ventre-a-pattes.net/bug.jpg) and cannot work. Two other accounts (one admin, one not) do not have the problem, a third one (not admin) does too. I tried to uninstall all recent items, ran update again, nothing works. Thanks for any suggestion.

I think that's an error directly with the command, try using this: dism /online /cleanup-image /restorehealth

Thank you for reaching out again. You might be able to fix this using Windows recovery mode.

From the login screen, press Shift while selecting Restart. If needed, repeatedly force a shutdown during boot to trigger Automatic Repair.

Navigate to Troubleshoot > Advanced Options > Command Prompt.

    Enter the following commands:

    dism /online /cleanup-image /restorehealth

    sfc /scannow

After running the commands, close the Command Prompt and restart your computer.

Also, I have tried to end the processes running in the defective account and not in the working one. Did not work, but I most certainly did not find all of them.

No, and no need to, it reappears every few seconds for a very limited time.
