"Not Implemented" when clicking on photos in Windows Explorer

I've been having this issue since shortly before installing the latest Windows Update last week. Any time I click on a photo within Windows Explorer, a message pops up that simply lists the file path and says "Not Implemented".

This started happening before I installed the update, and it was only upon restarting my computer to solve the issue that the update was installed (I tend to procrastinate updates).

The issue appears to be caused by Explorer. Downloading any random image with my Chrome browser and opening the image from the downloads list successfully opens the image, as does viewing images from within the Photos app itself.

Restarting Explorer from task manager fixes the issue temporarily, but it has always reoccurred after some time. So that's not a permanent fix and having to restart Explorer at least once a day is not ideal. I'm more just worried that this could be the precursor to or symptom of something much more serious. I've never had this problem before, and most issues like this are resolved with a full restart.

I don't know what to do.

    I tried your "Clean Boot" only to work for about 30 minutes or so. I have done it 3 times now and I continually get the "Not Implemented" each time. MS needs to allow us to reverse the last update or get this fixed ASAP.

    The two updates that were installed for me on 10/31/2024 where KB5045594 and KB5045991 and this problem started. Are these the updates that other people installed just prior to this issue?

    EDIT:

    So after spending a hour on tech support via @MB_999 suggestion at https://support.microsoft.com/en-us/home/contact all they could come up with is to:

    1. Go back to a restore point prior to the Windows updates (a week ago 10/31/2024 and then I would have to restore piecemeal my work done in the last week from my nightly backups).
    2. Perform an in place update to Windows 11 (I have been avoiding this like the plague though I am happy with my new laptop running Windows 11)
    3. Create a new user profile (user account) and move all my stuff over to that new user. Unfortunately, because the bug takes some period of time to manifest itself I don't know how long I would have to stay logged into this other profile to see if it happens in the new profile, but I might log into it after I finish for the day and see if 12 -14 hours is long enough to cause the problem to manifest itself. Then at least I can prove it isn't the profile.

    But this is all taking up way to much of my time to fix Photos...hmmmm...I'm going to find another option. I don't ever use it for anything other than previewing photos anyway so that seems like a simpler solution to all this.

    But please, everyone with this issue should open a support case so they see just how many people are having this issue. There is no way that we all ended up with a corrupt profile at the same time.

    I have also just started to get this error.

    Obviously I have Windows Explorer, but I also have another file management program called Explorer ++. Jpegs open flawlessly from this platform, so this confirms the issue is generated by Windows Explorer.

    Did the default get reset again? I reset and rebooted my Windows 10 PC two days ago but the problem hasn't returned. Yet. (I assume you meant to say you're running windows 10?)

    I agree all those MS instructions are too much work but footnote: a Windows restore point only saves/restores Windows system files and settings. It shouldn't affect your personal files. Still, i think it's still too much work.

    Another user posted they use Explorer++, a Windows Explorer alternative and it works. Try an Explorer alternative till MS gets this fixed?

    Just checked. I'm showing last update was 10/24/2024 though the problem didn't start till 11/5/2024. I'm also showing 3 updates that date: KB504554, KB5045933 and Servicing Stack 10.0.19041.5071 installed that date. I'm running Windows 10 Pro x64. So now am wondering what the heck is going on
