I also had the "Not Implemented" issue which seems to have surfaced just in the last couple of days, after the December 2024 update, for me. I found the Default App was not set, but even after setting it to the Photos app, it didn't fix the issue until I restarted Explorer in Task Manager.
Microsoft asking someone to re-install (refresh) Windows is an extremely inconvenient way of 'fixing' issues -- especially if it is a bug that may re-surface. I suggest that any bug be investigated and fixed properly!
Interestingly, while I had the issue, I copied the image file to the Desktop (as someone else pointed out), and I was able to successfully double-click and view the photo.
