I've been having this issue since shortly before installing the latest Windows Update last week. Any time I click on a photo within Windows Explorer, a message pops up that simply lists the file path and says "Not Implemented".
This started happening before I installed the update, and it was only upon restarting my computer to solve the issue that the update was installed (I tend to procrastinate updates).
The issue appears to be caused by Explorer. Downloading any random image with my Chrome browser and opening the image from the downloads list successfully opens the image, as does viewing images from within the Photos app itself.
Restarting Explorer from task manager fixes the issue temporarily, but it has always reoccurred after some time. So that's not a permanent fix and having to restart Explorer at least once a day is not ideal. I'm more just worried that this could be the precursor to or symptom of something much more serious. I've never had this problem before, and most issues like this are resolved with a full restart.
I don't know what to do.

I suffered from Microsoft's "not implemented" disaster also.
I've been using Photos Legacy for almost a week, and have had no further problems.
This does appear to be a permanent work-around for viewing your images.
I'll be using Photos Legacy until Microsoft fixes their Photos update.
Same problem, and fixes are only temporary. I've tried to open a JPG using Photos Legacy, but here's an additional issue that may point to the real problem: if you right-click the JPG file and click "Open with", Explorer freezes and has to be force-closed. So there is no way to change the default action from within Explorer.
SO... I went into Settings, "Default Apps", and changed the default for both Photo viewer and JPG files, to "Photos Legacy." That worked, and now after two days, it's still working!🤞Just have to remember not to click on "Open with".
I tried this and it didn't seem to help. The only thing I can do is move the file to desktop or restart my compute and it will temporarily fix it.
This worked for me also. I downloaded the Photos Legacy app and set it as the default.
I found today that my laptop is unaffected by this disaster of a rollout even though it is defaulting to Windows Photo. In default apps under "photo" it says "Set Default App" on my laptop and my photos operate normally.
On my desktop Windows Photo is my default app and I have this problem of opening any JPEG or photo. Is there anyway I can get my Photo App to default to "Set Default App" as my laptop is operating.
