I've been having this issue since shortly before installing the latest Windows Update last week. Any time I click on a photo within Windows Explorer, a message pops up that simply lists the file path and says "Not Implemented".
This started happening before I installed the update, and it was only upon restarting my computer to solve the issue that the update was installed (I tend to procrastinate updates).
The issue appears to be caused by Explorer. Downloading any random image with my Chrome browser and opening the image from the downloads list successfully opens the image, as does viewing images from within the Photos app itself.
Restarting Explorer from task manager fixes the issue temporarily, but it has always reoccurred after some time. So that's not a permanent fix and having to restart Explorer at least once a day is not ideal. I'm more just worried that this could be the precursor to or symptom of something much more serious. I've never had this problem before, and most issues like this are resolved with a full restart.
I don't know what to do.

similar to the issue with outlook in Microsoft 365, which, unlike the previous version cannot process .PST files. There are probably other such losses of functionality, but I find new outlook too much of a pain to use.
It does have one good feature not available in the previous version: a button called "Go to classic Outlook". Of course, this was not needed in the previous "classic" version.
Why do you waste people's time providing the generic 'fix everything' response which is unhelpful ? Did you try to replicate the problem or check how many other people have it ?
I just started getting the problem AND I CAN CONFIRM FOR YOU THAT PHOTOS OPEN FINE IN EVERY OTHER APP OTHER THAN PHOTOS ITSELF !! What does that suggest to you ?
Thanks, technically you resolved problem, only photos app not work . so i started using alternative app. why waste time solving photos app MS update again i think it resolve automatically.
Just tried and it worked for a single pic

Right click the image in file explorer > Open With > Choose Another App* > Click OK
*oddly if you don't click choose another app, and just click open with photos, or if you just right click > open, neither works. You have to click open with another app, then click OK without changing anything.
Edit: I know this worked with heic files at least

I'm having the same problem with Windows 10. I'm using the most up to date updates
I ran a virus and malware scan just to be sure I didn't have anything.
My PC was out of commission for the past 3 months (everything's a process with a mini tower), and have just discovered this issue within the past week or so.
I went online and found complaints that MS has decided to eliminate PHOTOS and only use Gallery, which is probably why Photos isn't working anymore. But there was no fix for the issue of not being able to open .png or.jpg files.
To anyone just checking in and didn't go through the first couple of pages of responses, do so. A user, through some frantic searching, probably, discovered that the Photo App has an option to install Photo Legacy, which is the new name for the old app. Doing this, then designating it as the default, should do the trick.
