"Not Implemented" when clicking on photos in Windows Explorer

I've been having this issue since shortly before installing the latest Windows Update last week. Any time I click on a photo within Windows Explorer, a message pops up that simply lists the file path and says "Not Implemented".

This started happening before I installed the update, and it was only upon restarting my computer to solve the issue that the update was installed (I tend to procrastinate updates).

The issue appears to be caused by Explorer. Downloading any random image with my Chrome browser and opening the image from the downloads list successfully opens the image, as does viewing images from within the Photos app itself.

Restarting Explorer from task manager fixes the issue temporarily, but it has always reoccurred after some time. So that's not a permanent fix and having to restart Explorer at least once a day is not ideal. I'm more just worried that this could be the precursor to or symptom of something much more serious. I've never had this problem before, and most issues like this are resolved with a full restart.

I don't know what to do.

    Based on your situation, it is recommended that you perform a system repair first. You can refer to the following information for specific steps:

    Check system file integrity and run DISM:

    Search for CMD, find Command Prompt, and run it as administrator.

    Enter the following commands one by one, making sure to execute each command completely before moving on to the next:

    sfc /scannow

    DISM /Online /Cleanup-Image /CheckHealth

    DISM /Online /Cleanup-Image /ScanHealth

    DISM /Online /Cleanup-Image /RestoreHealth

    Once the scans are complete, you can check the scan information to see if any issues were detected and repaired.

    Disclaimer: At this point, we have exhausted all troubleshooting and I recommend that we try to perform a clean install to get your computer back into a working condition. Please ensure that you backup any important data, including Documents, Pictures, Videos, and more.     To rule out other factors, please try the following steps to see if the issue persists:

    Perform a clean boot:

    1. Press Windows+R, type "msconfig", and press Enter to open System Configuration.
    2. Go to the Services tab, check "Hide all Microsoft services", and then click "Disable all". (If you have fingerprint recognition enabled, do not disable the related services.)
    3. Click the "Startup" tab, click "Open Task Manager", and then disable all startup items.
    4. Restart your device.

    Disclaimer: A “clean boot” starts Windows with a minimal set of drivers and startup programs. It helps to determine whether a background service is interfering with your game or program and to isolate the cause of a problem.  

    These steps of "clean boot" might look complicated at first glance. However, to avoid any trouble for you, please follow them in order and step-by step so that it will help you get back on track.
