"Not Implemented" when clicking on photos in Windows Explorer

I've been having this issue since shortly before installing the latest Windows Update last week. Any time I click on a photo within Windows Explorer, a message pops up that simply lists the file path and says "Not Implemented".

This started happening before I installed the update, and it was only upon restarting my computer to solve the issue that the update was installed (I tend to procrastinate updates).

The issue appears to be caused by Explorer. Downloading any random image with my Chrome browser and opening the image from the downloads list successfully opens the image, as does viewing images from within the Photos app itself.

Restarting Explorer from task manager fixes the issue temporarily, but it has always reoccurred after some time. So that's not a permanent fix and having to restart Explorer at least once a day is not ideal. I'm more just worried that this could be the precursor to or symptom of something much more serious. I've never had this problem before, and most issues like this are resolved with a full restart.

I don't know what to do.

    I contacted Microsoft twice about this issue. They went through all the usual things...running the disk checker, running the Microsoft trouble shooter, repairing and resetting the Photos app and nothing they did fixed it. The were on my computer for an hour two separate times and in the end they wanted to do an in-place update to Windows 11! Don't expect Microsoft to do anything about it. Find a different solution and move on.

    Edit: Oh, I forgot, they other thing they wanted me to do is create another user account and migrate to that one. The claimed my profile was corrupt. I created an account but didn't test it as frankly I don't have time to deal with this. If anyone wants to try creating a new user account and testing it that would be interesting, but the issue is that it can take a day or two of being logged into the account for it to show up and I don't have that time.

    Before reading this post I had performed all the tasks you recommended to Danielnrg. None of them work.

    I contacted Microsoft about this issue and they don't know what to do.

    Maybe if enought people contact Microsoft they will correct this issue. This is unacceptable.

    Just did the same "trick": install "Photo's legacy" and select that as the default app to open pictures. Works !!! Thank you for this tip!

    I downloaded a completely different app "One Photo Viewer" to try to fix this problem. And it worked for awhile but now it's back to doing this same Not Implemented error again. So not sure it's a Photos issue entirely.

    This has completely derailed my work process. Really wish MS would fix this so I can look at reference images again and not spend hours and hours trying various processes to fix their problem.
