I contacted Microsoft twice about this issue. They went through all the usual things...running the disk checker, running the Microsoft trouble shooter, repairing and resetting the Photos app and nothing they did fixed it. The were on my computer for an hour two separate times and in the end they wanted to do an in-place update to Windows 11! Don't expect Microsoft to do anything about it. Find a different solution and move on.
Edit: Oh, I forgot, they other thing they wanted me to do is create another user account and migrate to that one. The claimed my profile was corrupt. I created an account but didn't test it as frankly I don't have time to deal with this. If anyone wants to try creating a new user account and testing it that would be interesting, but the issue is that it can take a day or two of being logged into the account for it to show up and I don't have that time.
