I added Photos as a default then restarted my computer, and it seems to be working correctly for the time being.

I've been having this issue since shortly before installing the latest Windows Update last week. Any time I click on a photo within Windows Explorer, a message pops up that simply lists the file path and says "Not Implemented".
This started happening before I installed the update, and it was only upon restarting my computer to solve the issue that the update was installed (I tend to procrastinate updates).
The issue appears to be caused by Explorer. Downloading any random image with my Chrome browser and opening the image from the downloads list successfully opens the image, as does viewing images from within the Photos app itself.
Restarting Explorer from task manager fixes the issue temporarily, but it has always reoccurred after some time. So that's not a permanent fix and having to restart Explorer at least once a day is not ideal. I'm more just worried that this could be the precursor to or symptom of something much more serious. I've never had this problem before, and most issues like this are resolved with a full restart.
I don't know what to do.

Used Task Manager to highlight Explorer process, rt clicked Open File Location then looked at Properties of explorer.exe It shows

The problem didn't show up on my PC till 11/5. I must've opened pics using Explorer before that. For whatever reason, the reset app default / reboot solution continues to work on my PC. <fingers crossed>. I think your solution is perfect till M$ finally fixes things. Will go that path myself if it returns.

2024-11-08T15:42:55+00:00 LookinAround No my default was not reset. I ended up installing "ImageGlass" which is an opensource image viewer and set it as my default viewer. While the issue with Photos remains it is no longer an issue for me and I don't have to spend more time on this.
Thanks for the note about Windows restore point. I thought that was the case, but the support person made it sound like it was a full computer backup which I didn't think it was. I may still try that to see that it resolves the issue, but Microsoft doesn't care so what's the point.
Just to double check you said you installed KB504554 and there is no such update. Did you mean KB5045594? This would at least identify the exact update that is causing the issue.
And I'm also running Windows 10 Pro x64 - 10.0.19045 Build 19045

Obviously I have Windows Explorer, but I also have another file management program called Explorer ++. Jpegs open flawlessly from this platform, so this confirms the issue is generated by Windows Explorer.
