"Not Implemented" when clicking on photos in Windows Explorer

I've been having this issue since shortly before installing the latest Windows Update last week. Any time I click on a photo within Windows Explorer, a message pops up that simply lists the file path and says "Not Implemented".

This started happening before I installed the update, and it was only upon restarting my computer to solve the issue that the update was installed (I tend to procrastinate updates).

The issue appears to be caused by Explorer. Downloading any random image with my Chrome browser and opening the image from the downloads list successfully opens the image, as does viewing images from within the Photos app itself.

Restarting Explorer from task manager fixes the issue temporarily, but it has always reoccurred after some time. So that's not a permanent fix and having to restart Explorer at least once a day is not ideal. I'm more just worried that this could be the precursor to or symptom of something much more serious. I've never had this problem before, and most issues like this are resolved with a full restart.

I don't know what to do.

    Found the issue, I think. The update just messed up the settings and removed it as the default app, leaving no app set. You need to readd Photos as the default. See screenshots...ImageImage

    Just ran into this issue today. Can confirm with Diane's fix but I had to go one more step and update Chrome since my user was trying to open a photo directly from a browser download. Setting the default app worked when opening a photo directly from the Windows download folder. When opening directly from Chrome it gave the "Not implemented" error until I updated Chrome.

    Just did the same "trick": install "Photo's legacy" and select that as the default app to open pictures. Works !!! Thank you for this tip!

    Same problem, and fixes are only temporary. I've tried to open a JPG using Photos Legacy, but here's an additional issue that may point to the real problem: if you right-click the JPG file and click "Open with", Explorer freezes and has to be force-closed. So there is no way to change the default action from within Explorer.

    SO... I went into Settings, "Default Apps", and changed the default for both Photo viewer and JPG files, to "Photos Legacy." That worked, and now after two days, it's still working!🤞Just have to remember not to click on "Open with".

    I don’t have a solution, but I’ve figured out the exact steps to make it happen (at least on my computer):

    1. Restart your computer.
    2. Open File Explorer.
    3. Double-click a photo. It will open in Photos.
    4. Close the photo.
    5. Wait at least 17 minutes.
    6. Double-click a photo. You’ll get “Not implemented.”

    I encourage everyone to go to https://support.microsoft.com/en-us/home/contact and create a service request. If Microsoft has to spend staff resources ($) responding to 300 service requests, they’ll be more likely to fix it. If they hear from no one, they won’t fix it.

    I installed Photos Legacy from the ms store when Photos said it couldn't access my folders. Set Legacy as default, and now images open with double click. This is definitely something MS did with an update.

    Haha...convince them of that ;-)
