Update to win 11 22h2 always fails

Hello everyone,

I'm having issues with Windows 11 update and can't complete the update by any means. The system is prompting me with two updates for

Windows 11, version 22H2
2024-10 Cumulative Update for .NET Framework 3.5 and 4.8.1 for x64-based Windows 11, version 22H2 (KB5044033)

The former goes through a long download and reboot each time, and ends up with the error code “Installation Error - 0xc1900101”.

The latter fails to install within a few minutes with “Installation Error - 0x80070057”.

My computer configuration

CPU:14900K
GPU:AMD Radeon RX 7900 XTX(24GB)
Memory:Corsair Memory 192 GB DDR5 4000MHz(48GB×4)
SSD: SOLIDIGM SSD 2T
Motherboard: Gigabyte Z790 AERO G

All of my hardware drivers as well as the motherboard's BIOS version have been updated to the latest version and I have not installed any third party antivirus software, I have been trying for three months now and have not had a single success installing the update, the system version is now stuck on version number 22621.4391, I have tried almost every troubleshooting step I can find and none of them have solved the problem.

Here's what I've tried so far:

Upgraded in-place using the installer, but the update problem persists.
Windows Update Troubleshooter: ran the troubleshooter, but the update issue persists.
Went to the motherboard manufacturer's official website to download all the official versions of the drivers and override the installation, but the update issue still exists.
Go to the Microsoft® Update Catalog website to download the corresponding version of the patch package, but the installation still fails.
Using the ISO file to install with personal applications and data preserved prompts The installation failed in the SAFE_OS phase with an error during BOOT operation
Disable Defender and perform a strict clean boot while staying offline, but the update issue persists.
Running the System File Checker (sfc /scannow) from a command prompt, restarting services, deleting the SoftwareDistribution folder, using DISM to repair Windows Update corruption, etc., but the update problem persists.
Running on a single memory stick, removing the graphics card, connecting to a single monitor using only the core graphics, removing all peripheral USB devices, and keeping only the necessary mouse and keyboard connections, but the update problem persists.

Ok, let me know how it goes.

Secure boot seems to be turned off in your system.

ConX::Compatibility::CSystemAbstraction::SecureBootCheck: Secure Boot State: DISABLED.

* * *

Maybe you can enable it before reruning the setup.

I'm back, and frustratingly, this time it still fails, and still says

0xC1900101-0x20017

I saw your message after rebooting so I didn't get to turn on Secure boot earlier, will this help? Every installation via ISO is too long, but if you think it's necessary, I can try again after opening Secure boot, looking forward to your reply.

Hi John,

There have been cases where enabling secure boot resolved the issue. Here's an example, but it's 0xC1900101-0x30017.

If nothing helps, you may consider resetting Windows using the Keep my Files and Cloud download options.

To reset Windows 11 keeping files, open Settings > Recovery, click “Reset PC,” select “Keep my files,” and “Cloud download.”

(A reset will erase your apps and settings. Your files will be preserved if you choose the Keep my Files option.)

Hi Ramesh.

Upgrading via ISO after opening Secure boot fails and system still reports errors:

0xC1900101-0x20017

I'm afraid I can't reset Windows because of work, I have too much important data and applications to reset Windows at a cost I can't afford, so do you think that's the end of it? There doesn't seem to be any way left to fix the failed updates while preserving the data.

Still appreciate your help!

Hi John,

Some 15 manifest files are missing from the system. If the following procedure can't restore them, the only way to source the files is by installing Windows 11 22H2 (Chinese) on a VM and copying the manifests manually.

Please try this:

Install the enablement package, which upgrades the OS to 23H2.

https://catalog.sf.dl.delivery.mp.microsoft.com...

Then, run:
```
DISM /ONLINE /CLEANUP-IMAGE /STARTCOMPONENTCLEANUP

DISM /ONLINE /CLEANUP-IMAGE /RESTOREHEALTH
```
