Update to win 11 22h2 always fails

Hello everyone,

I'm having issues with Windows 11 update and can't complete the update by any means. The system is prompting me with two updates for

  • Windows 11, version 22H2
  • 2024-10 Cumulative Update for .NET Framework 3.5 and 4.8.1 for x64-based Windows 11, version 22H2 (KB5044033)

The former goes through a long download and reboot each time, and ends up with the error code “Installation Error - 0xc1900101”.

The latter fails to install within a few minutes with “Installation Error - 0x80070057”.

My computer configuration

  • CPU:14900K
  • GPU:AMD Radeon RX 7900 XTX(24GB)
  • Memory:Corsair Memory 192 GB DDR5 4000MHz(48GB×4)
  • SSD: SOLIDIGM SSD 2T
  • Motherboard: Gigabyte Z790 AERO G

All of my hardware drivers as well as the motherboard's BIOS version have been updated to the latest version and I have not installed any third party antivirus software, I have been trying for three months now and have not had a single success installing the update, the system version is now stuck on version number 22621.4391, I have tried almost every troubleshooting step I can find and none of them have solved the problem.

Here's what I've tried so far:

  1. Upgraded in-place using the installer, but the update problem persists.
  2. Windows Update Troubleshooter: ran the troubleshooter, but the update issue persists.
  3. Went to the motherboard manufacturer's official website to download all the official versions of the drivers and override the installation, but the update issue still exists.
  4. Go to the Microsoft® Update Catalog website to download the corresponding version of the patch package, but the installation still fails.
  5. Using the ISO file to install with personal applications and data preserved prompts The installation failed in the SAFE_OS phase with an error during BOOT operation
  6. Disable Defender and perform a strict clean boot while staying offline, but the update issue persists.
  7. Running the System File Checker (sfc /scannow) from a command prompt, restarting services, deleting the SoftwareDistribution folder, using DISM to repair Windows Update corruption, etc., but the update problem persists.
  8. Running on a single memory stick, removing the graphics card, connecting to a single monitor using only the core graphics, removing all peripheral USB devices, and keeping only the necessary mouse and keyboard connections, but the update problem persists.

    This is what Microsoft says for 0xC1900101 - 0x20017.

    0xC1900101 - 0x20017 Ensure that all that drivers are updated. <br>Open the Setuperr.log and Setupact.log files in the %windir%\Panther directory, and then locate the problem drivers. <br>For more information, see Windows Vista, Windows 7, Windows Server 2008 R2, Windows 8.1, and Windows 10 setup log file locations. <br>Update or uninstall the problem drivers. A driver has caused an illegal operation. <br>Windows wasn't able to migrate the driver, resulting in a rollback of the operating system. <br>This is a SafeOS boot failure, typically caused by drivers or non-Microsoft disk encryption software. <br>This can also be caused by a hardware failure.

    We've eliminated many third-party drivers earlier, leaving only the chipset drivers. Yes, removing the chipset drivers can be risky, as it can sometimes result in an unbootable system (but your data should be intact).

    Unfortunately, Macrium Reflect is no longer free, but a Trial version is available.

    Hi Ramesh.

    I was very careful to do all the backups and used the fixlist.txt file you shared, and yes, I lost a very large number of drivers, even my graphics card driver, but to my great regret, it still doesn't work.

    After using the fixlist.txt, the computer rebooted and I immediately went into the system settings and checked for updates, I was prompted to upgrade to 23h2, and after more than an hour of downloading and installing, the end result was still an “Installation Error - 0xc1900101”, which almost made me despair. I can't think of anything else I can do to save this system, if you have any ideas or suggestions I would appreciate it, please help me, please.

    Hi John,

    Please try the block_23h2_feature_update.zip REG file. Run the REG file and restart Windows. See if that stops the 23H2 Feature update from being offered via WU. Technically, your system already is 23H2.

    If that REG file works, you may continue to use 23H2 (as it will be supported till November 11, 2025 -- i.e., the system will receive security updates till then) as we've already fixed the CBS errors 0x80070057 and others.

    When 23H2 nears the end of servicing, you may consider clean installing Windows 11 (24H2.)

    Hi Ramesh.

    Unfortunately the REG file is still not working on my computer, I am still receiving the 23h2 update over and over again and the system automatically installs it and then as usual the update fails after a reboot, I am stuck in a hellish cycle where I have to manually pause the update myself every couple of weeks, it seems like there is no cure for my system is there? My friend.
