Update to win 11 22h2 always fails

Hello everyone,

I'm having issues with Windows 11 update and can't complete the update by any means. The system is prompting me with two updates for

Windows 11, version 22H2
2024-10 Cumulative Update for .NET Framework 3.5 and 4.8.1 for x64-based Windows 11, version 22H2 (KB5044033)

The former goes through a long download and reboot each time, and ends up with the error code “Installation Error - 0xc1900101”.

The latter fails to install within a few minutes with “Installation Error - 0x80070057”.

My computer configuration

CPU:14900K
GPU:AMD Radeon RX 7900 XTX(24GB)
Memory:Corsair Memory 192 GB DDR5 4000MHz(48GB×4)
SSD: SOLIDIGM SSD 2T
Motherboard: Gigabyte Z790 AERO G

All of my hardware drivers as well as the motherboard's BIOS version have been updated to the latest version and I have not installed any third party antivirus software, I have been trying for three months now and have not had a single success installing the update, the system version is now stuck on version number 22621.4391, I have tried almost every troubleshooting step I can find and none of them have solved the problem.

Here's what I've tried so far:

Upgraded in-place using the installer, but the update problem persists.
Windows Update Troubleshooter: ran the troubleshooter, but the update issue persists.
Went to the motherboard manufacturer's official website to download all the official versions of the drivers and override the installation, but the update issue still exists.
Go to the Microsoft® Update Catalog website to download the corresponding version of the patch package, but the installation still fails.
Using the ISO file to install with personal applications and data preserved prompts The installation failed in the SAFE_OS phase with an error during BOOT operation
Disable Defender and perform a strict clean boot while staying offline, but the update issue persists.
Running the System File Checker (sfc /scannow) from a command prompt, restarting services, deleting the SoftwareDistribution folder, using DISM to repair Windows Update corruption, etc., but the update problem persists.
Running on a single memory stick, removing the graphics card, connecting to a single monitor using only the core graphics, removing all peripheral USB devices, and keeping only the necessary mouse and keyboard connections, but the update problem persists.

Hi Ramesh.

I apologize for the delay in replying to this letter as I've been really busy with work lately, I really do apologize. When I unplugged all the hardware except keyboard and mouse and was about to install the 23H3 version ISO, I realized that there is no option in setup.exe to preserve data, which made me very timid to run setup.exe, is this normal?

(By the way, I used the ESD downloaded from the 23H2 link you provided and used Dism++ to convert the ESD to ISO and install it)

• Select the two folders, "Panther" and "Rollback" (if present).

• Delete the GenuineTicket.xml file in the Panther folder.

• Copy the two folders to the desktop and Zip them.

• Upload the zip file to OneDrive and share the link here.

If you wish to try the 23H2 ISO, here's the ESD link:

After downloading the official ESD, you can convert it to ISO using the freeware Dism++ utility.

Hi Ramesh.

Apologies for not getting back to you right away due to work, I've reconfirmed that all my chipsets and device drivers are up to date and I'm now ready to start unplugging all hardware except the keyboard and mouse and re-running the 24H2 setup using the ISO, I'll let you know the results when I'm done.

However, I'm not quite sure of the paths to the Panther folder and Rollback folder you mentioned, nor am I quite sure of the files that need to be uploaded (setuperr.log or setupact.log), so could you please let me know the specifics of that, thank you very much!

Hi John,

Please install the latest chipset and device drivers from the manufacturer's site.

Unplug all hardware except the keyboard and mouse.

Rerun the 24H2 setup using the ISO.

If you get the same error code (0xC1900101 - 0x20017), please run the Farbar scan and share the latest logs. Also, share the latest setup logs from the Panther and Rollback folders.
