I am experiencing the same issue. This started occurring after the most recent Windows 10 update (KB5043064).
"Show taskbar buttons on: All Taskbars" setting keeps resetting on sleep

I have 2 monitors, and I want to keep my full taskbar persistently-visible on both of them. This was working fine until about a week ago. Now, it behaves as though "Main taskbar and taskbar where window is open" is selected even though "All taskbars" is still selected, until I toggle the setting myself.
My workaround is manually setting it to "Main taskbar and taskbar where window is open," then back to "All taskbars." This fixes the issue until the next time my PC sleeps.
I have tried resetting my PC and I have tried SFC /scannow as an admin in case of settings file corruption. Neither have resolved the issue.

Lock the taskbar | ON
Automatically hide the taskbar in desktop mode | OFF
Automatically hide the taskbar in tablet mode | OFF
Use small taskbar buttons | OFF
Use Peek to preview the desktop when you move your mouse to the Show desktop button at the end of the taskbar | OFF

Based on the original description, we understand that your device is experiencing an unusual automatic reset of settings.
The system itself does not have the ability to change specific settings automatically and proactively.
This phenomenon may be related to certain “file states”, “computer states”. The settings item related to the taskbar revert to the state they were in at a particular point in time for unknown reasons.
Changes in power management policies, power status of the device may be one of the relevant factors, while corruption of the profile itself may be also an indirect factor.
If possible, would you mind sharing more information about this issue with us?
- Were there any special events in the device before the situation first occurred? For example, system update, driver update, application update, BIOS update, firmware update?
- Is the situation the same when you observe it in a relatively clean environment (for example, new local account, safe mode)? Manage user accounts in Windows - Microsoft Support
