Can anyone advise me how to stop the 'Proxy settings per user' in the Registry under 'Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\CurrentVersion\Internet Settings' from returning to Zero everytime I reboot the PC when I want it to stay set at 1. I am not an expert on PC but can sort things out if I'm given clear instructions. I am running the latest up to date version of Windows 10. Many thanks in advance.

The "4657" event ID should be created if the proxy setting reverted to 0 and you enabled auditing correctly.
I'd like to see the output of the Auditing tab.
Also, post the output of this command:
auditpol /set /subcategory:"Registry" /success:enable
(run it from admin Command Prompt.)
You ran that command earlier, but the output/screenshot wasn't posted.
This is the auditing tag I belive you wanted but not sure about the post the results of - auditpol /set /subcategory:"Registry" /success:enable - which I ran and it said successful, not sure what else you require, sorry...
The settings look fine.
In the Auditing tab, select "Everyone" and click "View". Post screenshot.
Sorry cannot find View anywhere tried right click also.
Ok. "View" (in your earlier screenshot) has changed to "Edit" after selecting the item.
Please click "Edit".
