Windows 11, version 24H2 won't install

I have not been able to install 24H2 over 21H2 (installed 5/13/22). I have Windows Updates notify me and I manually install all of them. I frequently use Windows Update to manually check for updates. I don't know why I don't have 22H2 or 23H2 already. Yesterday 12/06/24 is the first time I got the task bar prompt

"Your version of Windows 11 has reached end of service. Click to download a newer version of Windows 11 to stay supported."

I ran Windows Update and got this:

"You're up to date Your device is missing important security updates. Make sure to keep your device on and plugged in so updates can complete.”

I downloaded Windows.iso to my desktop and ran Setup.exe. It failed.
I found followed these steps found on Microsoft forums:
Disconnected scanner and external drive. Ran SFC and DISM scans using Powershell:

sfc /scannow, DISM /Online /Cleanup-Image /CheckHealth, DISM /Online /Cleanup-Image /ScanHealth, DISM /Online /Cleanup-Image /RestoreHealth

I ran Windows Update and Advanced Options (I use Intel Driver Support, Norton Driver Updater, and Windows Update to keep my stuff up to date). I ran the Troubleshooter for Windows Update. I repeated these steps for two more attempts at Setup.exe. All three have failed. Here are the messages:
Each time, Windows 11 21H2 opened with the notice "We couldn't install Windows 11" and listed these reasons:

1st 0x8007001F - 0x3000D in the FIRST_BOOT phase with an error during MIGRATE_DATA operation

2nd 0x8007001F - 0x2000D in the SAFE_OS phase with an error during MIGRATE_DATA operation

3rd:  0x8007001F - 0x3000D in the FIRST_BOOT phase with an error during MIGRATE_DATA operation

It seems the best advice I've found was in a Perplexity reference to learn.microsoft.com, is "Wait for Microsoft to resolve known issues."

I installed this version twice and failed twice as well and also messed up the bootup process. Screen appears asking to choose from one of two Win11 to bootup. Because I do not want to see this screen and couldnt rollback, I reinstalled Win11 using Recovery Disk and I did this before my second attempt. Which means on my second attempt, I have a newly and fresh install of Windows 11. There is obviously an issue with this version, please stop the rollout of this version.

My device is Surface pro 9, i5 Processor, 8GB RAM.

This seems like a sign for everyone to ignore the 24H2 update.

I did numbers 1, 2 and 3 on both my PC and my husband's to no avail. I find it hard to believe that BOTH machines would need an in-place install at the same time. Sounds like a Microsoft problem to me.

Further to my post, the stalled upgrade was adversely affecting our email (Outlook) and general system performance. Turning off updates for 1 week resolved them.

This failed on my system as well. The result really screwed my system.

Drivers were now missing, MS teams could no longer authenticate me, and Outlook won't boot up (stuck in processing).

Opening Outlook in safe mode, it won't update my inboxes for any of my accounts.

Rolling back to the restore point just before the upgrade attempt did not resolve any of the Teams or Outlook issues.

None of my attempts at restoring outlook, even re-installing, have resolved the issues.
