The platform update didn't install correctly.

    Try this fix.

Right-click on the file "SecurityHealthSetup_xxxxx.exe" and choose "Run as administrator".

Yes, it runs silently. It must be run by right-clicking and choosing "Run as administrator."

Restart Windows. If that doesn't fix the issue, please upgrade to 24H2 using the following steps.

    1. Download Windows 11 Media Creation Tool (MCT) from this link:

    https://go.microsoft.com/fwlink/?linkid=2156295

    1. Run MCT and download the ISO it recommends for your system. Do *not* uncheck "Use the recommended options for this PC".
    2. Right-click on the downloaded ISO and choose "Mount." This assigns the ISO a drive letter.
    3. Run setup.exe from the ISO drive. This starts the repair installation/in-place upgrade.

(Your files, settings and applications will be preserved if you use the ISO recommended for your system by the Media Creation Tool.)

    I did "Run as administrator."

I'm gonna have to turn this off now as its evening - I've had the issue for a week? and tried umpteen things before all these.
I can only think of problems for so long before they wear you out totally.

I will reboot and check again tomorrow morning.

    (its not running correctly yet)

the next step will be executed in the morning.

I am always running through emails every morning, any tips and measures can (and should) be emailed to me on my hotmail account

    thanks
