In the Recovery Environment on your PC, open Command Prompt.

In Command Prompt, type notepad.exe and press Enter.

    Notepad should open.

    Select File - Open.

You should then be able to use the Open File dialog like a small File Explorer window to drag your files and folders out onto a USB drive to make a safe copy of them.

If all the recovery options on the bootable USB are also failing, then the only option left may be to clean install Windows from your bootable USB, do you have a backup of your files?

When you boot your PC from the USB, at the bottom of one of the Windows, select the option to 'Repair this Computer', then try each available recovery option in there.
