Whenever I shut PC down it says I have one app open and need to shut it down first. There is no apps open. The message also mentions the Task Host stopping the shut down.

I have the same issue and it started a few days ago. And checking for updates took forever and I could not wait any longer and had to shut down the computer.

2025-03-07T04:55:18+00:00 I ended up doing a manual shutdown of my laptop. It had locked up when I tried to restart. Since then, the problem has disappeared. I'm not saying it will work for everyone, and it may be just temporary, but it seems to have worked for me.
