Why is Task Host stopping my PC from shutting down?

Whenever I shut PC down it says I have one app open and need to shut it down first. There is no apps open. The message also mentions the Task Host stopping the shut down.

Windows for home | Windows 11 | Sleep and Power on, off

    Tried that nothing happened, trying the troubleshooter just took me around in circles.

    Same issue.

    I followed the Troubleshooting steps from John Jefferson Doyon's Jan 30 Post,

    gave permission for it to Run the automated diagnostic, and it came back with this:

    "The Windows Update diagnostic failed to run. I'm sorry.  I was unable to run the Windows Update diagnostic. I might need to transfer you to an agent to help solve your problem. Would you like to talk to agent?"

    Choosing to talk to an agent looped me back to this Help Community.

    I meet the similar problem. I search on google and try to disable the fast startup: Control Panel > Power Options > Choose what the power buttons do and uncheck Turn on fast startup. It works for me.
