When I log into my computer I am greeted with a black screen and the error message above. After looking up how to fix the error I realized that people can navigate their computer which I cant all I can do is go into recovery state and into bios as well sometimes when I log in my Wallpaper Engine is open. I've tried resetting my computer fully but it messes up very early in the process.

That's strange because the file is there, per your 1st screenshot.

Running chkdsk is a good idea.
chkdsk e: /r
del /a E:\Windows\System32\sfc.dll
cd /d "E:\windows\winsxs\amd64_microsoft-windows-sfc_31bf3856ad364e35_10.0.19041.4355_none_1befe316116bdc0f"
copy /y sfc.dll E:\Windows\System32\
I ran chkdsk and it went fine but at the end of it it says it ran inti an error.
I tried del and copy commands as well and got this.
Unfortunately, you missed the 2nd command. And the 3rd command had a typo.
Run:
cd /d "E:\windows\winsxs\amd64_microsoft-windows-sfc_31bf3856ad364e35_10.0.19041.4355_none_1befe316116bdc0f"
copy /y sfc.dll E:\Windows\System32\
