Well, in that case I have to suggest you to either perform a clean installation or check if your PC is eligible for Windows 11 upgrade.
To check upgrade eligibility, please download and install PC Health Check App.

I've been getting multiple consistent bluescreens related to driver violations or memory over the last few days and I cannot figure out why. Tried uninstalling my graphics driver but it did absolutely nothing. Here's my memory.dmp file, if anyone can pore through it to see what's causing it I'd greatly appreciate it.

Well, in that case, we are left with the option to perform a System Refresh.
Your personal files will be safe but, all the Apps and settings will be reset. I exactly understand how inconvenient this is, and I apologize for this.
Steps:
In the Settings app on your Windows device, select System > Recovery
Select Reset PC
Choose "Keep My Files" (This is important)
Next> Choose "Cloud Download"
Isn't this what we already did the first time when my PC was bluescreening constantly? I don't see repeating it would lead to any different result.
We have performed an in-place upgrade, the system files are renewed now. I do not wish to recommend a clean installation before trying another System Restore, because a clean installation will cause data loss if they are not backed up.
It seems likely to me that both issues with the Store and Updates are network related, are there any other network related things I can try to see if something on my PC is blocking access to Microsoft's servers before I go through with yet another restore?
