The best solution is to uninstall the update: KB5063060
Start -> Windows Update -> Update History -> (scroll to the bottom) Uninstall Updates -> Update for Microsoft Windows (KB5063060)
Reboot, and it all goes back to normal. Go back to Windows Update and then press the pause update button until it fades out once it's complete, and MAYBE Microsoft might get it fixed by the time it FORCES you to update to another installment of, "we didn't test this patch very well again" and adding in features that toggle on regardless if you want it on or not or just doesn't even work. Let's have another CrowdStrike moment here....
