windows update not opening

i am getting this problem because recently i downloaded some windows update then my taskbar stopped working it's not showing also, then i deleted the update after that i am getting this problem.

    Ok. You can log in to the old profile and do the following:

    Open each of the following folders:

    C:\Users{olduser}\Desktop

    C:\Users{olduser}\Documents

    C:\Users{olduser}\Downloads

    C:\Users{olduser}\Music

    C:\Users{olduser}\Videos

    C:\Users{olduser}\Pictures

    Move the files in the above folders to the following locations, respectively:

    C:\Users\Public\Desktop

    C:\Users\Public\Documents

    C:\Users\Public\Downloads

    C:\Users\Public\Music

    C:\Users\Public\Videos

    C:\Users\Public\Pictures

    Copy or move files and folders: http://hs.windows.microsoft.com/hhweb/content/m-en-us/p-6.2/id-e7c64b84-ca3a-4ec8-8786-4038b926c4b5/

    can i upload all the folder and files, most of them r empty i don't know why

    Check:

    C:\Users{olduser}\OneDrive\Desktop

    C:\Users{olduser}\OneDrive\Documents

    C:\Users{olduser}\OneDrive\Music

    C:\Users{olduser}\OneDrive\Videos

    C:\Users{olduser}\OneDrive\Pictures

    These all done but some apps are missing, if i download externally then i have to do setup again..
