windows update not opening

i am getting this problem because recently i downloaded some windows update then my taskbar stopped working it's not showing also, then i deleted the update after that i am getting this problem.

    Again i have to install windows if repair will not work thenšŸ„², 4th time reinstallation.............

    If that doesn't help, we can run a ProcMon trace to narrow down the issue or reset the unit.
