i am getting this problem because recently i downloaded some windows update then my taskbar stopped working it's not showing also, then i deleted the update after that i am getting this problem.

Optionally, to repair the old profile, you may try this app.
Since you've backed up the data to the Public folder, the above app is worth a try. If it fixes the old profile, that would be great. Else, simply discard the old one and use the new account.
All over sir now I used profile fixer then without giving that profile administration power it created it and removed old profile now I don't have administrator power and setting is also not opening.
The new user profile is an admin user. The 2nd command I posted gives it admin powers. Did you run it?

That profile is not an admin profile it's telling me that u don't have administrator power to run this command
