Thanks for the additional information, but still no luck creating enough space. I've decided I need to get a larger drive since I'll most likely have a space issue in the future with every major update. Thanks for all your suggestions. I'l keep all your suggestions in case I need to use them again.

Ok. But as you have many disks connected to the system, you should be able to move some data files to those drives temporarily and rerun the 24H2 setup. Clearing the C:\Windows\Softwaredistribution folder and your browser caches for each profile can free up gigabytes of space. Additionally, TreeSize or WinDirStat can further free up space on the C drive.
WinDirStat - Windows Directory Statistics:
Download the tool and run it as administrator. Wait until it populates the entries and constructs the treemap.
The treemap represents each file as a colored rectangle, the area of which is proportional to the file's size. When you select the colored rectangle, the corresponding file is highlighted automatically.
For example, I select a rectangle in the treemap. It highlights the corresponding file in the folder view.
Identify the large files and eliminate them.
